Outlook is working , you sure, you are getting mails. then surely your browser has some damages, try to check with some other browsers, like it IE, go for chrome or firefox.

I am trying to setup my email so I do not need to go onto my hosts webmail....however they charge substantially extra for 'Authenticated SMTP'. If I do not have this can I not send emails through outlook, only receive?

The email account I wish to send to, is a yahoo address.
There are email scripts you can Google for; but first check your website, all ISPs or hosting companies should provide that service.
